There is no direct bus from the airport to Moalboal. You first cross from Mactan Island to Cebu City, then take a Ceres bus down the southwest coast. It is the cheapest way and works well if you are travelling light and land in the morning or early afternoon.
Ceres buses leave Cebu South Bus Terminal throughout the day, with air-conditioned departures roughly every 30 minutes. The bus takes 2.5 to 4 hours because it stops often, and traffic leaving Cebu City and Talisay can add more.
